- In a mixing bowl, combine parsley, cilantro, garlic, red pepper flakes, oregano, red wine vinegar, olive oil, salt, and black pepper to make the chimichurri sauce. Mix well.
- In a skillet, heat olive oil over medium heat. Add ground beef, garlic powder, onion powder, smoked paprika, cumin, salt, and black pepper. Cook until the beef is browned.
- Prepare rice according to package instructions.
- To assemble the bowls, layer rice, ground beef, sliced avocados, cherry tomatoes, and pickled red onions. Drizzle with chimichurri sauce and garnish with fresh parsley. Serve with lime wedges.
