- In a bowl, whisk together the eggs, milk, salt, and pepper.
- Heat the butter or oil in a skillet over medium heat. Pour in the egg mixture and scramble until fully cooked.
- Place one tortilla in the skillet, add the scrambled eggs and cheese, then top with the second tortilla. Cook until the bottom is golden, then flip and cook the other side.
- Remove from the skillet, slice, and serve warm.
